I've used both POR-15 and Hirsh's (sp?) Miracle Paint (both have adds in Hemmings Auto News). The product appears identical. Both work wonders, especially if you take the effort to scrape/brush/sandblast off the loose rust. Make sure you have a rough surface for the paint to get a grip on. It doesn't stick well to smooth metal.
Neither Hirsh's nor POR-15 are great fun to take off your skin when dry (you can't!), and it's almost impossible to re-use the paint after the can has been opened, as it hardens in the can from moisture in the air introduced when you open the can for use the first time.

POR-15 requires additional topcoats of other paint products to protect it from UV degradation. I have used Rustoleum oil-based undercoat (the red stuff), followed by Rustoleum semi-gloss enamel as a topcoat over the POR-15 on my Jeep frame. Still looks great after many years of crashing and bashing in the boonies.

Brake fluid will cut through the topcoat, undercoat, and POR-15 to the bare metal, but nothing else seems to bother the POR-15. It laughs at rock chips.
