On these fenders you have 2 brackets holding them. By bending the rear one up and down or the front up or down it should go into shape unless the fender wire or metal bent bad. I know I can flex one when it is not bolted some. Just the fenders sitting on the brackets the holes almost lined up. The last 1/4" or so on the rear brackets arched the fender a little making it snug fitting.
