open the petcock / radiator drain and see the coolant flows. If it running at the time you open the drain see how hot it is.
[Presumably if it is a freeze it couldn't be the engine since that was 200 deg.]
If the temp sensor is in the head on there the bottom of the engine can freeze. Do you see any signs of the freeze out plugs pushing out?
Do you have any way to check the radiator temp? Something like an IR heat gun or a contact surface thermo?
