I would guess you have a flow problem. Stuck/Plugged Thermostat would be the first thing I would check. 100% Anti Freeze will freeze up it needs water in the mix to work right. The top and bottom should be close to the same temp. I have seen radiators over heat due to snow and real cold temps. It seems to plug the core air flow thru the radiator. The super cold blowing air will also pull the temp down. I found a hair ball/mouse in my system that moved when I first started driving my PW causing it to over heat. Flushed it out and got the crap out of the thermostat and water flowed and problem went away.
