Yes this thing would be more like a turbo then a supercharger in it's operation, only really producing boost when it's needed. Like Clueless said, since the computer would control when and how much it spools, the programming could supplement power enough at just the right times to more than make up the load it put on the charging system.
In the end like everything today it would be a way to make a smaller engine produce more power when you need it but more fuel economy when you don't. Just another way to skin a the cat.
