I had the same problem with my Bombardier/Chrysler 251 engine a few weeks ago. The problem was the needle was stuck in the seat in the closed position, not allowing fuel into the carb fuel bowl. I pulled out the needle/seat, cleaned it and all was fine.
Pull the needle/seat out of the side of the carb and be sure its working/moving smoothly.
