fuel problems

I have a Dodge 218 flathead 6. What would cause fuel not to get into the carb fuel bowl, when the pump seems to work properly. I pour fuel into the carb and it runs. I take the top off the carb and fill the fuel bowl and it runs longer. It had been working the day before. New engine but it had been running. The carb is new rebuilt. And i have had one rebuilt before and works fine. The gas tank is full. Any thoughts any help, I have exhausted my experience. Thanks in advance.
