Can't quite picture just where that bolt goes but is there any chance you can take the head off and grab the part sticking through inside with some vise-grips? If so, heat and penetrating oil or wax, plus wiggling it back and forth bit by bit might break it loose. Whenever I break off a bolt I first see if there's a way to grab the back end of it. Once in a while there is, and then I can usually work it loose.
