All the I have ever seen had an overflow tube that went nearly to the bottom.

No special radiator cap needed for the overflow tank to work. The stock cap is not pressurized or vented, but seals completely to the upper rim of the filler tube on the radiator. The overflow tube intersects this filler tube directly below this seal.

So a good sealing radiator cap is not real important to keep coolant from spraying out from under it as the overflow tube is large enough to take normal expansion. But, a good sealing radiator cap IS important if you want the excess coolant captured by the overflow tank to siphon back into the radiator as it cools. If you try to use a cap with a bad seal on a raditor in a truck that has the overflow tank, excess coolant will make it to the tank as it expands, but probably will not be pulled back to the radiator as is cools. Instead, air from the outside will be pulled back into the radiator past the badly sealing cap.
