Gas gauge question

I am working on the gas gauge in my 1940 vd-15 pickup. It has the same gauge as 1946 through 1950 power wagons. I have a new wiring harnes from vintage wiring of Maine and its good. My gauge hast has 3 terminals, one at the top where the power comes in, and 2 studs that go to the sending unit. When I hook the power wire up to the top post and put a test light on it I have power, then I touch eith of the other 2 posts and no power? Is the gauge bad? or am I doing something wrong?
