To have that many electrical panels you must have a good sized building. I assume it is a 3 phase system, and possibly some step down transformers at different location throughout the building to feed the smaller distribution panels. A building of that age could even be fed from a Delta, rather than a 4 wire Y system. A continuous 12KW load is like 4 water heaters with 3000 watt elements heating 24/7. That would be enough to bankrupt the most of us in a short period of time.
MI cable --- Mineral Insulated ie. Pyrotenax, Possibly it was used in a hazardous (classified) area of the plant, or was it built to manufacture the mi cable. There is a Pyro plant in my area. It has been there for many decades. I have never been in it, but often thought I should get one of my fellow inspectors to arrange that some day. (I have been in the trade for almost 47 years and 25 as an inspector.)
I would suggest you track the "culprit" down through the process of elimination. A clip on amp meter would be a great asset for this task. Good luck with this thief. Let me know how you make out.
PS: In 47 years in the construction world I have never even heard of copper drywall tape.
