Wouldn't the rule be different between a gooseneck and a bumper pull? I have heard 10% on the tongue with a BP and 25% for a GN. If you really want to engineer it you could weigh the truck and determine the load on each axle. Then using the location of the truck relative to the ball and the centerline of the axles you could calculate the weight on the ball and determine were the axles need to be for a towing a specific weight.
