You don't say if it has a booster?
1. Does the pedal pump up and become firm in the correct position? 2. Is the pedal nice and hard at the low position? 3. Is the pedal spongy?
1 is usually shoe adjustment, but sometimes air in the system.
2 is usually shoe or pedal adjustment.
3 is always air in the system.
When I get to this stage I check and adjust pedal, then readjust shoes, then connect some clear plastic tube to the bleed screw closest to the MC, put the other end in a jar with enough fluid to cover the end of the tube, crack the bleeder, then pump until no air bubbles, tighten the bleeder and move to the next closest bleeder, etc. Don't forget to top up fluid in between. ;-)
