Don, the band is only to protect the bottom portion of the tube. You can remove the loose sleeeve it wont effect anything except looks.
They are whats know as "twin tube" shocks which means all the valving(spl?) is in another smaller tube inside the shock. So even if you happen to get crazy and slighty dent the part that the sleeve protected it still would not effect performace.BB
