PTO Propeller Yoke Removal

I'm having the toughest time removing the yoke sleeve from the PTO drive shaft. There is a threaded bolt through the side of the sleeve that I can't get out. I know there is a key also inside, but I would think if the bolt comes out the whole sleeve should come off. Is there a particular way to remove this bolt? I've tried penetrating oil and heating it with no luck. I'll try Paul's candle wax trick next, but the bolt feels like it it is in there solid so I'm questioning that I might be missing something.
