The primary cause with coating failure on a concrete floor is moisture. If moisture is coming from underneath your floor and wicking to the surface it will not last very long. If your concrete dust is a white powder that is evidence of moisture reaching the surface.
Its not that this won't make an improvement to your floor just that some localized areas may fail. It sounds like it would be worth a try.
