I agree with part of the problem being wages paid do not attract 'legal' workers, be them legals on visa or citizens.
Instead of enforcing laws against workers and farmers how about something that allows the farms to pay legitimate wages(thus attracting legitimate workers) and recoup these costs perhaps even make a slightly larger margin? Do this via incentive vs punishment.
Look what the "organic" label has done in the industry. How about a "legally harvested" label or some such? I know I'd pay a bit extra $ per head of lettuce if it is reasonable. Sure the certification process adds an overhead, but atleast this would be a private industry effort that allows the consumer to support or not by what they purchase versus government legislation and enforcement approach.
If the farmers can recoup their costs or even gain additional profit by entering into such a certification just as they do with "organic" then some would do it. Over time it may make a significant difference.
Just an idea, perhaps not a good one...
