jammed shifter

my non-syncro 4 speed shifter arm is jammed and won't move at all.

I have taken the trans top off the trans and left the shifter assembly intact.

When the top is removed from the trans, the shifter should move around freely, shouldn't it?

anyone have any suggestions?
