OT - Surplus Army truck questions

I was wondering if someone could tell me what takes place when say a Army 6x6 Duece is purchased from army surplus?

How does one get a title so the truck can be tagged and driven. I see surplus trucks with very low hours and very low miles that are not running?!

Why would the military sell these trucks and not fix them?

Do they reach a certain age and get dumped off regardless of how simple a repair may be? Or are these trucks really broke bad?
