One way to know is to thread a nut on it all the way down to the end of the threads. If the bolt has stretched, the nut will bind up once it gets past the part that the threads went into when it was installed. I know this is a crude test, but I've found quite a few bolts in that condition over the years. At first it was like, "WTF?", and then by looking closely and checking with a thread gage, I could see that the bolt had stretched.
