wishing you good luck on "perforations", Reed. When you refer to "hollow channels" are you talking crossmembers?
Also, Have you sandblasted frame (which seems to expose other rust probs)?
My '63 FF has similar probs. so will be interested in other responses.
Generally, i've come to conclusion reason for perforations was inadequate drainage and intend to keep in mind when addressing.
With that in mind, i question the JB Weld part of your solution which, in my limited experience, adds little structural strength.
