I just received a bunch of brand new 12-28 fillister-head (aka cheese-head) machine screws from Brownell's. They also have 12-24 and 12-32 screws...AND taps and dies in those and MANY other unusual sizes, including 3/16 -24,-32,-36 etc. US telephone number is 515-623-5401. They have a nice catalog (gunsmithing supplies) with all sorts of useful items and tools.

In terms of restoring the old bolts, I glass bead them, chase the threads (if necessary), and have them zinc iridite plated. The iridite coating is a good bonding layer for paint. It's also relatively cheap. I wait until I have the equivalent of a quart or liter can full of bolts, then I take them down and have the whole batch plated for about $35.00. Just guessing, I'd say I can have about 75 bolts done for that price.
