My WC 56 cost $2200 and it was a rusted, beat to hell, cut up junk truck. Cost me about 6K to get it in decent (not body off) shape. From the sound of it, the hardest work has been done, and it now requires cleanup, paint and assembly (drivetrain excluded). I'd venture 5k would be more than reasonable if your feeling generous. Remember, parts may be misplaced, and you will not only have to load and move parts, but also check everything that he worked on, as you don't know what he went into or not. Storage is also included in this hassle, as a rolling vehicle can be put away, verses 8 guys to lift the body and move it.

PS: If the Winch setup and PTO are there, it's worth about $700 more (average asking price I've seen for the whole "working" setup) WAW
PSS: I'd start with 1500 personally due to the effort required just to move it, and the possibility of missing parts that will stall your reassembly. WAW
