Try "OSPHO" by SKYCO. I've used it for years on the fishing boat hydraulic valves,winches,fittings and rigging. Everything was subject to a lot of salt water, therefore rust and it couldnt be taken off easily for cleaning. The stuff makes a surface that can be painted over and it removes rust stains.
