surface rust prevention

I'm starting to get nervous my '49 PW is showing signs of surface rust (mostly underneeth) where all the body seams are. I do not want to disassemble and paint because 95% of the original paint is in very good condition, I'm told that "Howe's" penitrating oil is very good for this type of rust prevention.

But, I choose to go before the board and present my case for the proper answers.
