I'm not sure how you measure smokiness, but I would say if it smokes visibly at idle, it's too much, or if it smokes so much under load that you see a blue cloud behind you or you can smell it in the cab it's too much. Other than that, you know the engine's worn out out and it'll need overhauling someday so it's not like the smoke is a sign of anything mysterious. My good flathead is in my Sno-Cat. It has a road-draft tube and doesn't smoke to any extent that I can see or smell. My tired flat-head is in the M37. It has a road-draft tube too, though I think it should have a PCV pipe. I've never put a heavy load on that motor yet since I don't have an air cleaner for it. Even it doesn't smoke at idle, although the compression's down around 90 lbs. Reved up, there's a bit of smoke around the truck but it's not clear if it's from the exhaust or the crankcase.
