There could be a number of different things going on here. First, does the computer always act slow even when not on the Interent? Playing a game of cards or working in Word or Excel?
You can try running some speed tests ( http://www.dslreports.com/stest )on your dialup connection. However, dialups are very particular about line noise, so you may see widely varying results just by hanging up and redialing.
You might also get a clue about what may be causing the issue by checking the event logs and see what, if any, events are associated with the slowdown.
You can also run the Performance Monitor (Start>Run> type in "perfmon" and press enter). Add the counters for the items that you want to monitor and see what gets maxed out-processor, memory, NIC traffic, etc. You may have to let the perfomance monitor run for a while to gather the data.
Do you have any add-on toolbars in Internet Explorer? Is your homepage changed itself recently? You might try running a product call CWShredder. It's a small executible that cleans up the garbage that a program called Cool Web Search puts on the machine. Do a Google search and you'll find it.
