Was the engine rebuilt?
How many miles on the engine?
What viscosity oil are you using?
What's the engines operating temperature?
The general rule is 10 lbs. of pressure for every 1,000 rpm.
Is it an auto choke or manual? The hesitation sounds a little lean but if you can live with it, I would leave it alone.
