sounds like you did your diligence and drilling is where you are. the corrosion has expanded to the point where the bolt is severely locked. align the drill as accurately as possible. drill in steps until you get out to the minor diameter. in a perfect world you will be able to pick the remaining bolt from the thread . be patient and good luck
