I had the exact same problem with my carryall WC53 when I put disks in. I was using a smaller 2 diaphragm vacuum booster due to clearance issues. Everything was set up and matched with bore diameters and etc.
I switched to a hydro-boost system and all problems were solved. It will lock up all four at 60 MPH if I want. It is now a great brake system, very smooth, great peddle feel and very dependable. I have a V8 conversion as well and it will bring it to a stop from 70+ MPH in a very straight line without locking up (unless I want). The peddle control/response is fantastic.
