Todd, here are a few thoughts. I'm no expert, but I have always been self-employed. Probably others have some better comments to make.

I had to retire at 72. It was always different from year to year.
Providing a service for which you get paid is one thing, but if that service requires an investment for equipment, you have another consideration. If it requires an office or a shop, that's a third thing to think about (rent costs). I suspect in Calif. there are a lot of environmental issues that might need to be addressed, such as waste collection.
A "portable" service might be best, but there could be challenges in electircal access. Would the machine run on a portable generator? If so, the cost of that generator would have to be considered.
How many years can you extend the payback for the investment?
How much to charge could be determined by comparing the hourly rate people are charging for sand blasting, painting, powder coating, or other similar work.
It sounds like an interesting venture, but don't let it take you too far away from your Power Wagon project. :) :)
