It's sodium silicate solution, and it's an ingredient in all the packaged stop-leaks. Once it dries out, it tends to become insoluble. It used to be used for preserving eggs in a barrel, before refrigeration. It's also good for fireproof paint because when it gets hot it swells up into a fireproof foam. Even kills moss on roofs and keeps it off. On top of that, it's the clear liquid solution in the "magic rocks" kits that contain colored crystals that grow like plants when placed in the solution. Kind of neat stuff.
