O.T. Air windshield wiper switch

Anybody know the proper way to hook up one of those air windshield wiper control valves? There are 3 1/8" pipe fittings on the back, but only 2 air lines (one from the tank and one to the wipers). I'm replacing an old valve that never worked right and when I hook the new one up the same way, it works even worse. Basically, the wipers run all the time, although I can control the speed a bit. This is on an M35, but I know it's not just a military thing because our trolley has 3 of the same kind of controls, just not painted green. The trolley's locked up in a barn 20 miles away for the winter, but I might have to see if I can get in and look at it. For now, I've tried hooking the air supply up to the center fitting, and the wipers to either of the outside ports, with the unused port either open or plugged, and no combination has worked. I suppose it's possible that the new valve is bad, but that seems unlikely. It's not made to be taken apart without destroying it, otherwise I'd take it apart and see what's inside of it. Thanks for any help.
