Show me works of art covered in any damn zoning code. I welded up a 15 foot tall stack of farm machinery for the yuppies to look at for 20 years, and the government couldn't do squatt about it. Just look at the crap the government pays thousands of dollars for in front of municipal buildings.
Use the appropriate phrases and call the ACLU. ACLU loves to defend art.
