symptoms you describe are consistent with a stuck needle and seat in the carb. specially if you have recently run it out of gas or if you have gotten dirty gas in the tank.

just had the same thing happen to me with a tractor.

if you have puddles of gas in the intake you probably also have gas in the crankcase and probably siphoned into a cylinder or two and took out the assembly lube.

if'n it were mine I would take the carb apart and make sure the float needle and seat are all good; change the oil and filter again if the oil looks or smells of gas; and put a shot of oil down each spark plug hole before I tried to run it and ruined a new engine.
