When shut down, oil will run down the guides, and smoke at start up. Also under engine braking, other hi-vacuum conditions. At 1500 miles, maaybe it's just thin oil? Did you change it lately? Also, 1qt every 1,000 only means that the rings are getting lubed, don't worry about it.
