You had it half right, go ahead and sleve the galvanized pipe (air won't hurt it, it is gas that dissolves the galvanizing) inside of a PVC pipe like you originally planned. Some soils will eat up unprotected piupe, that is why gas lines get wraped or coated. Dig the trench at least 18" deep, that is the min. recommended for line voltage, place the elctrical in it's own conduit, as Mark said, then place the air line above it. In case of a trenching accident later, you'll hit the air first and not the elctrical.
