Heres the way I look at it:
$1000 for tires (go ahead - argue with this number then add it all up - tires, tubes, flaps, lug nuts, mounting charges, tax, shipping.)
$3000 for a new engine
$500 in body work
$500 brakes
$1000 (min) in sandblasting and paint
$2000 in misc expenses

You will put $7-8K into it. And that's if you do a partial restoration. I know that this is not her problem - but you need to consider the total expenses you will have to put into it.
Give her $500-1000.
Worst case scenario - you buy it - then part it out. I will take the front bumper, winch, linkages and levers, left front fender for $300 (good deal?). Does it have a PTO in rear? If so I will take that for $100
