The only thing I can think of with the Master Cylinder is if the wrong cylinder was purchased. Although a Master for a truck with disc brakes looks the same as one for drums, internally they are very different. A disc Master Cylinder is set-up with a small amount of residual pressure to be applied even when the brake pedal is not being depressed. I can't say for sure, but I guess possibly these symptoms could be experienced.
If the brakes worked perfect before the Master Cylinder was installed, take it back out & try a different one.
I've had these exact symptoms when I had my Hydro-Vac rebuilt & the outfit that rebuilt it put something together inside incorrectly.
