Even if they had to be made in two halves, they could be brazed or mig welded.
If they were stamped from stainless sheets, I'm sure tig welding would do the trick.
Imagine, stainless headlight buckets polished and buffed to a chrome looking finish as well as the rings. By the way I think I remember seeing stainless cigarette ashtrays that mount to a wall or on a stand that are shaped like our headlight buckets.
If someone could reproduce the outward part of the windshield frame they would be a hero, especially if it was made of stainless like some car trim and grillwork used to be.
