Engine poly 318

At what engine speed is the timing light supposed to be used? And if the timing mark on the pully is showing more to the drivers side of the timing mark plate, that means the engine is running too far advanced right? So the direction the distributor should be moved is counter clockwise?. Just trying to get this right in my head.

That manual is somewhere around here but I can't lay my hands on it.
