I think the the rods are different on the 251 so you can wind it up more also (centered on the 251 and ofset on the 230?).
Listen though, I just drove (last week) a 1/2 ton WC with 4.89 gears and a 265 spitfire engine with dual carbs and dual exaust. It was no different than the heavier WDX style PW and a good running 230. The only way you are going to generate more seat of the pants HP is by putting in a v-8.
Whatever you do, dont transplant a 251 into a 230 truck. Trust me, you will be sorry you did it.
Another idea is to put a 2 barrell Holley carb on your 230. It will atomize the fuel better and should provide more HP, cleaner burning, and better mileage.
I have heard that the Isky cam is nice for top end, but you lose all your bottom end torque.
