I remember as kids we listened to the big guys in washington when they told us that getting under the desk and covering our head would help protect us from a hydrogen bomb attack. It was marginal protection at best and I think that tape on the windows is also marginal protection at best and is more likely recomended as a way to make us feel empowered in a situation where we actually have very little power. Unless you can have an air tight room and can refrain from breathing, you will be exposed if a biological agent is in the air. I understand that you can reduce the exposure somewhat by these methods, but it is not a guarentee by any stretch of the imagination.
