No, voltage is correct in run mode there should only be 9 to coil, and flowing through it so as not to blow it out... I checked this out last time it was running. Someone else did here on this forum as well. 12+ volts to ballast bottom, 9+ volts coming out top and running over to the coil while running.

The ballast resitor is bypassed providing the full 12 volts to the ignition switch during starting. However 10.5 of the 12 volts are getting munched up with negative coil lead #2, which is traced to ignition control unit post #2

The coil gets 12volts to fire, but then reduces to 9+ volts to keep coil cool, and to make it last longer.
