I've replaced springs with new and also had springs rearched. Most of the new sets I've gotten needed some 'attention' (extra leaves or rearched). Given the cost and such, I think rearching is better than getting new. Maybe the quality of the older steel was better? The work I've done was all with cars, not trucks.
If you are going to go through the trouble of rearching, inspect the old leaves, they can get a 'step' worn into them from the underside leaf. Might want to grind/sand the step away. Use new spring separators too if available, much smoother and quieter.
