Interesting. Normally when you turn on the headlights the cowl lights terminal is opened allowing no current to the cowl lights from the headlight switch. Don't know why they would need to be on to be used as turn signal lights. Turn signal lights mounted on the fenders are not on. Only on when turning. Better check to see from a distance if he can actually see the cowl light while headlights are on.
