My race car buddys do this to their tires all the time. Its a hand held deal about the size of some electric clippers. It heats up and then you pressin and along where you want to cut and off a little piece of rubber. It takes for ever to do a tire. Might try some of the racing outfits. Its pretty common on the dirt track scene.
