Regrooving tires or ( sipping ) removing parts of the tires

What type of tool do they use to regroove or femove parts of the lugs on tires I have seen a blade they use for carving wood for a 4" grinder it has like a chain saw blade wraped around a disc, or where would you get a tool for this?
