Don, there is no across-the-board rule. It mainly depends upon the design of the winches mounting system and/or the design of the frame rail and front bumper system of the truck, or whatever else you are mounting it to. Speaking from a safety standpoint, spooling off of the top is no safer than spooling off the bottom...because you SHOULD NEVER be close enough to a working winch to be able to watch the cable spool onto the drum. The cable on a stock MU2 Braden on a WDX-WM300 Power-Wagon and WWII Dodge spools off the bottom of the drum. The cable on a stock LU2 Braden on a W-series Power-Wagon spools off the top of the drum. etc, etc.
