using a smaller tube (when you got to go and do not have the correct tube) was a standard "field fix" proceedure when I was in the "business" (most common with bias tires and not with radial) you do need to use michelin tubes in michelin tires.
the michelin tube# is 15P which has a #582
metal valve stem which a "triple bend" type
stepped affair rather than a single bend
take a look (the tire dealer should have a tech book which shows the stems) and make sure that it will clear brake drums
you do however have to get the "CORRECT" flap
for the 6.5x16 budd wheel.
again this was always a "field fix"
and you should take your time and have the dealer locate you the correct michelin tubes and flaps for your tires
